The Unmatched Royalty "Black Box" Crisis

The Unclaimed Royalty Basin
The music industry suffers from a massive data structural leak known as the Unmatched Royalty "Black Box." This occurs when digital service providers (DSPs like Spotify and Apple Music) stream songs and pay the mechanical royalties, but the metadata is broken, causing the royalties to remain unclaimed and unassociated with any specific songwriter or publisher.
The MLC and the MMA Under the Music Modernization Act (MMA) of 2018, The Mechanical Licensing Collective (The MLC) was designated to collect these mechanical royalties and maintain a database. Currently, the MLC holds over $500 million in unclaimed royalties in its "black box."
The 3-Year Market Share Sweeper Under statutory regulations, the MLC is required to hold unmatched funds for a minimum of 3 years while attempting to find the correct rights holders. If the funds remain unclaimed after 3 years, the MLC is legally permitted to distribute the remaining black-box pool to publishers on a market share basis. This means major music publishers (Sony, Universal, Warner) who represent the majority of streams will receive a giant windfall of money that actually belongs to independent, unregistered songwriters. This creates a critical structural incentive for independent artists to audit and register their works immediately.
